When this error occurs you will need to close Access Pay & Bill and reopen. The error just means you had a connection issue when attempting to send the first time and this is usually resolved in this way.

This can also be caused by issues on HMRC side, so if restarting the application fails, please check the HMRC website and / or contact them directly.
