This error message would mean your PAYE online credentials are wrong, or expired. If it is the former, please re-type existing credentials, or if latter, request new details from HMRC if not available internally.

If after using the correct credentials, you still cannot login, please contact HMRC and ask if you have CIS validation turned on for the Employer in question.
