The Credit and Re-invoice is only really used in the following situations:
Change of address of the Client โ Raise a credit note, change the address of the client to the correct address, and then re-generate the invoice (depending on the invoice design).
Raising an invoice/credit for a manual invoice/credit.
Change in bill rate.
If you are changing details on a timesheet, it is better for auditing purposes to create a new timesheet using the Adjustment Timesheet Entry screen (Timesheets ; Adjustment Timesheet Entry) rather than changing the original timesheet or using the Adjustment Wizard routine (Timesheets ; Adjustment Wizard).
